
Bangkok Takes Action on LED Sign Light Pollution to Improve Urban Livability
Bangkok, July 29, 2025 – In a move to promote a healthier and more liveable urban environment, Bangkok Governor Chadchart Sittipunt has introduced a new draft regulation aimed at reducing light pollution from electric signs with integrated LED systems.
Unregulated brightness from LED signage—especially along expressways and densely populated areas—has become a growing concern among city residents. In response to these complaints, the Bangkok Metropolitan Council (BMC) convened its third ordinary session of 2025 to discuss a draft Bangkok Act proposing specific limits on light intensity.
The draft aligns with existing laws, including Section 17 of the Ministerial Regulation on the Control of Signs and Structures under the Building Control Act B.E. 2558 (2015), as well as the Bangkok Metropolitan Administration Act B.E. 2528 (1985) and its amendments.
“This regulation is not just about limiting nuisance—it’s about establishing measurable standards for acceptable light intensity,” said Governor Chadchart. “Currently, we lack scientific criteria to determine what level of lighting becomes disruptive to residents and road safety.”
The proposed regulation sets maximum brightness levels for LED signage as follows:
- From 7:00 AM to just before 7:00 PM: Not exceeding 5,000 candelas per square metre
- From 7:00 PM to just before 7:00 AM: Not exceeding 500 candelas per square metre
Signs that exceed these limits would be classified as a public nuisance or a visibility hazard, particularly for motorists. Under the proposed law, the Bangkok Governor would have the authority to take enforcement action.
The BMC has approved the draft in principle and has appointed a special committee to suggest amendments within five days. A full review is expected to be completed within 60 days.
